With reference to the letter from this Office of September 22nd last, I am directed by the Marquess of Salisbury to state, for the information of Mr. Secretary Chamberlain, that Sir N. Hannen, the Chief Justice of Her Majesty's Supreme Court at Shanghai, reported on the 13th ultimo that he was applying to Her Majesty's Minister at Peking to approve the release, under Article 77 of the China and Japan Order in Council 1865, of Charles Bithrey, at present confined in the lunatic asylum at Hongkong.
